Parents wishing to begin homeschooling in Hawaii are required to present to the principal of their local public school a completed form entitled “Exceptions to Compulsory Education” (Form OIS-4140) or a written Letter of Intent (LOI) to home school. The parent who presents the LOI to homeschool is considered to be responsible for their child’s total education program, including athletics and extra-curricular activities. Hawaii considers a home school parent to be qualified as a homeschool instructor, whether or not he/she has any education after high school or is a certified teacher. Home school parents must present to the local high school principal a year-end annual progress report for each of their students.
