Parents wishing to homeschool their children in American Samoa are required to apply annually with their local Department of Education to receive a Certificate of Authorization. If a private or home school neglects to obtain annual approval from the Department of Education, the school will not be issued a certificate of authorization. Legal interpretations of American Samoa Code Chapter 07, Section 16.0701 conclude that homeschools are considered to be private schools. Children attending “authorized” private and home schools may not be required to attend public schools. Home school and private school teachers in Samoa “must hold a certificate of qualification granted by the Department of Education.”
